Constituye un inventario de ámbito nacional, de carácter censal, que tiene como objetivo conocer periódicamente la situación y el nivel de dotación de infraestructuras y equipamientos locales, a fin de poder evaluar las necesidades de dichos sectores, permitir una correcta distribución de los recursos, eliminando los desequilibrios regionales mediante una mejor planificación de las inversiones públicas que las Administraciones Públicas realizan en los municipios. Comprende todos los municipios menores de 50.000 habitantes del territorio nacional, con excepción de las Comunidades Autónomas del País Vasco y Navarra, por tener un régimen foral propio y no estar incluidas en la Cooperación Económica del Estado. Recoge la información a nivel de núcleo de población, abarcando como mínimo, todos los sectores que competen a la actividad municipal reflejados en los artículos 25 y 26 de la Ley 7/1985, de 2 de abril, reguladora de las Bases de Régimen Local.
