A new edition of Open Government Week will be held between May 18 and 22, within the framework of the international Open Gov Week initiative promoted by the Open Government Partnership (OGP). This organization annually invites public administrations from all over the world to join the event, with the purpose of promoting a culture of governance based on transparency, accountability, citizen participation and institutional integrity.

Spain joined the Open Government Partnership in 2011 and since then has maintained a sustained commitment to its principles, consolidating itself as one of the most active member states in the organization of activities. In our country, the week is coordinated and promoted by the General Directorate of Public Governance, with the collaboration of the Open Government Forum.

An agenda full of activities

The programme of this year's Open Administration Week includes activities of various formats, such as open days, workshops, debates, round tables, competitions or participatory processes. All of them aim to bring the functioning of the institutions closer to the whole of the citizenry. In this context, open data is at the heart of it, as access to and reuse of public information is one of the pillars on which open government is based.

Data-related events

Below, we review some of the most outstanding events of this edition, in terms of open data and access to public information, but we recommend that you review the complete program so as not to miss anything.

Bank of Spain

  • Colloquium "How to access the Bank of Spain's microdata? The data laboratory (BELab) in practice" (Tuesday 19 at 11:30 a.m.): This session will present the Bank of Spain Data Laboratory (BELab), an infrastructure designed to facilitate secure access to very valuable microdata for economic analysis, including detailed information on households, companies and the Spanish financial system. It will explain what types of data are available, what databases can be used and how to request access, as well as introduce the operation of the laboratory working environment with practical recommendations. This event is held in Madrid, although it can also be followed online. Prior registration is required  before 2:00 p.m. on May 14.
  • Colloquium "The Bank of Spain's data in action. Obtaining value for the Bank and society" (Tuesday 19 at 12:00 p.m.): real cases of data from the entity will be presented, which will allow us to know the value of good data management for both the Bank of Spain and society in general. The event is face-to-face, although it can also be followed virtually. More information and registration here.

Ministry of Education

  • Open day at El Classroom of the FUturo (May 18): The National Institute of Educational Technologies and Teacher Training (INTEF) opens its doors to show how technology is transforming learning. The people I visited in The AS. FUturo they will be able to see demonstrations, participate in workshops and learn about educational projects and digital resources. Ministry for Ecological Transition and the Demographic Challenge

  • Informative breakfast – Meet Sira (19 May in Mérida and 21 May in Ciudad Real): the Guadiana Hydrographic Confederation (CHG) organises two informative breakfasts aimed at the media to explain the operation of the Guadiana Automatic Network Information System. SIRA is a publicly accessible tool that allows access to hydrological data for the basin. Attendees will learn what data can be obtained and how to consult them, and some technical concepts that sometimes generate doubts among communication professionals will also be clarified.   • Informative breakfast on the Tagus Hydrographic Confederation (21 May): this activity, also aimed at communication professionals, will address the operation of the body, how to consult hydrological warnings in real time and the main hoaxes identified.

Ministry of Transport and Sustainable Mobility

  • Hackathon: technological sovereignty (21 May): an initiative aimed at university students in which they will face a current challenge linked to technological sovereignty and the mobility of the future. Teams will develop solutions based on data and emerging technologies, putting into practice skills such as innovation, teamwork and creativity, in an environment that simulates real work in a company. Ministry of Finance

  • The Cadastre as a basic infrastructure of territorial information (several days): with the aim of making professionals aware of the options offered by this infrastructure and the value of their data, different Cadastre headquarters host this talk throughout the week, which can be attended in person and virtually. Ministry of Science, Innovation and Universities

  • Workshop on the CSIC proceedings in open access: process, regulations and good practices (22 May): the Scientific Information Resources Unit for Research (URICI-CSIC) is organising a virtual workshop to publicise the process of digitisation and open dissemination of the proceedings of the CSIC's governing bodies, as well as the anonymisation work carried out to guarantee the regulations on the protection of data. The session will have a practical approach and is aimed at staff from public administrations, archives, libraries and anyone interested in the reuse of public information. Generalitat Valenciana

Regional Government of Extremadura

  • Presentation of the new open data at the Junta de Extremadura (21 May): the board will release the updated data of the open data catalogue published during this year. More information here.

Madrid City Council

  • Colloquium talk "Ten years of access to public information" (May 20 at 10:00 a.m.): the City Council and the Community of Madrid celebrate this conference aimed at civil servants of the transparency units.
  • Workshop "Understanding Madrid from open data and artificial intelligence" (May 22 at 9:00 a.m.): practical presentation of what Open Data is and what it is for. Examples of vibe coding will be shown, how to generate project ideas and create simple interactive visualizations will be discussed. The capacity for this workshop is already full.
  • Presentation of the Open Budgets portal (18 May): online launch whose recording will be available to all interested people at a later date. This virtual space includes the Open Government School, with the presentation of guides for citizens, adolescents, the elderly, teachers and easy reading for citizens in general.   • Visits to centres that publish open data: on 19 May a visit to the Valdemingómez Technology Park is scheduled from 10:00 a.m. (registration here). It will also be possible to visit the Municipal Police station (May 20 at 10:00 a.m.) and the Arroyofresno storm tank (May 21 at 12:30 p.m.), but the capacity is already full.

In addition to these activities, the programme includes different initiatives aimed at facilitating the use of digital public services and improving the skills of citizens in their relationship with the Administration. Throughout the week, workshops and information sessions will be held to explain how applications such as Citizen Folder, the electronic offices of different bodies or how to get the most out of public service portals. Open Government Week is an opportunity to bring institutions closer to citizens and highlight initiatives that promote transparency and the reuse of public information.
