Chapter II of the Data Governance Act (DGA) establishes mechanisms to promote the reuse of public sector data. These mechanisms apply to data that cannot be published as open data due to protection based on commercial or statistical confidentiality, intellectual property rights, or privacy safeguards.
In Spain, the platform datos.gob.es has been designated as the National Single Information Point (NSIP). Through this point, citizens, businesses, and researchers can request access to protected public sector data. It is important to note that access to this information is not free; it is provided through secure processing environments and under the conditions stipulated in Article 5 of the DGA, in order to preserve the protected nature of the data at all times.
These secure processing environments operate under strict guarantees. Before granting access, the public body must ensure that personal data has been anonymized and that confidential commercial information (such as trade secrets or content protected by intellectual property) has been modified or aggregated to eliminate disclosure risks. Access is granted in two main ways: via remote access within a secure digital environment provided and supervised by the public body itself, and via physical access at the body’s premises when remote access is not possible without compromising the rights and interests of third parties.
Throughout the process, the public body reserves the right to monitor the processing carried out by the reuser and verify the results, and may prohibit the use of any outputs that jeopardize the confidentiality of the information.

- INE: Access to microdata for scientific purposes (Application for recognition as a research entity, Application for data access for research entities).
- Social Security: Social Security research rooms.
- Bank of Spain: Bank of Spain Data Lab (BeLab).
- Statistics area of the Institute for Fiscal Studies: Statistics Area ief.es.
